Can't transfer scout

I am trying to transfer a scout into our troop. He was previously a scout in louisiana. His ID there was 137441263, (removed by Moderator). When i try to transfer in, i get this error:
Member Not Found
We were not able to retrieve information from the memberId

Can you help me get him transferred or tell me what is wrong? Dad is having similar issues when he tries to direct register him with his number.

@JessicaPachler the scout under that member # is not currently registered which is why you cannot transfer the scout. This would likely be a New registration.

@JessicaPachler Have the parent register the Scout using the troop’s link at beascout.org

When asked: “Is the youth a current/former Scout?”, the parent can say yes and enter the previous member ID number. However, the Scout will get a new number in the new council, which is different from his old council.

@JessicaPachler Also, the dad does not appear to have a username (login) at my.Scouting.

Have the dad go to my.Scouting.org and create an account first, using current address, which should create a member ID for the dad in your council. Then have him stay logged in when he tries to register the Scout.

Ok, so dad did that - logged in as himself MID 142264540, then clicked on the troops link to register the scout. He entered in the information and then got an error saying:
something went wrong
Error Code: Logged-in user does not have access to this API,
Message: Forbidden

The dad created the account and did not match it up with his scout. I changed the Member ID to the correct one for the father, have him log in and try again/

@JessicaPachler Have him try again, but this time have him try saying “No” to the question: “Is the youth a current/former Scout?” Maybe that will get past the error message.
