I’m the committee chair. There is no recharter button on Internet Advancment 2. District Executive not sure why. Any help appreciated.
@HilaryHaines - well there is no recharter it is unit renewal.

Recharter is no longer in Scoutbook Plus (formerly called Internet Advancement 2.0).
It is now at my.Scouting in the Organization Manager. And as Stephen said, it is now called “Unit Renewal”:
