Duplicate Parent Account/Email

When I log into my account (SB user ID 2744812 and BSA ID 13212523), it says another user is using the same email address. Is there a way to correct this? My secondary question is how to do I then transfer the account to my current local council (Mount Baker) - is this a necessary step in order to register as a committee member with my current council? Thanks in advance for any help that can be provided!
