Error in scout book

I’m trying to sign off on a scouts Personal Fitness merit badge in scout book,. He completed all requirements but I don’t think he requested me as a merit badge councilor and he’s not sure how to do so. I tried to add him by going into his troop but when i tried clicking on his name but received the below error.

Does anyone know how to resolve

@BrianWaters- are you a leader in the scout’s troop ? Not sure I am following your post. But if you are in the same unit and you are ONLY an MBC then here is the menu you need to use:
