Executive Officer - can an interim be appointed?

Our chartered organization is abruptly (and currently) without a pastor, i.e. no EO at this time, and recharter is starting next month. In our organization, the Church Council president is the acting head of the congregation for business decisions, but the president prefers to have someone appointed by the church council to fill the EO scouting position temporarily. I can find no references to having an INTERIM Executive Officer appointed until there is a pastor in place.

And the COR position is also vacant as this person resigned several months ago (unrelated to the pastor being gone).

Please advise on best course of action for a timely transition. Thank you!
