How can I give a scout (webmaster or scribe) troop admin access to post calendar events and attendance each week?

Our youth cannot perform any admin function in Scoutbook. This removes the opportunity for the scout-led element. Specific functions we want to give access for include: adding activities to the calendar and running reports of the RSVP list; updating weekly “attendance.”
