In Scoutbook under the parents list how do I remove a parent who has moved out of state?

I don’t understand the extent of your question. Has the parent moved but the child still in your unit or has the entire family left your unit? Once we know this, we can advise you how to proceed.

The scout and the parents have left our unit and moved out-of-state.
Also, I am one of the administrators for our Troop’s 604 Scoutbook. Do I have the ability to grant permission to a parent in the scout troop to be able to send an email message to the parents in the troop using Scoutbook? When the parent sent out an email it only went to the troop leaders.

Just go in to parents and put an end date on whatever leadership positions they had. Then go to unit Roster and at bottom Left click Clean Old Connections
I know Scouts can send messages to all - did the parents select the other parents?
If the Scout’s family has moved out of state, then go to the Scout’s Membership page and put an end date on the Scout’s current membership with your troop (but keep the position approved).
If the parents are not also leaders in your troop, but they are still showing up in various places in Scoutbook, then I would go to your Troop Roster page and clear old connections.

Would you put the end date as December 31, 2020? He has paid his membership through for the 2020 calendar year.
The parents are not leaders in the troop. All I want to do is remove them from the contact list when messages are sent to the parents using Scoutbook.

end date does not matter - but you cannot put in future - just put today

You can’t put in a future date. You can 1) move the Scout to an inactive den/patrol and disapprove the Scout’s Membership or 2) you can just end the Scout’s Membership.
If you do the first one, you will need to remember to reapprove the Scout and manually end the Scout’s Membership on or after December 31st.

@SudeneSnyder I would recommend that you have the parents let you know when they have found a new unit, so that you can re-approve the Scout’s Membership, and then add a new Membership with the new troop.
