Where do we send this? Are we putting the member ideas in a reply on the forum?
Yes. SUAC has indicated before that BSA Member IDs, without the associated names, are OK to post in the forums.

What is causing the issue and when will it be fixed? I will hold off sharing as I have quiet a few to get into the system and its increasing each week.

The BSA rarely shares why an issue happened. They do not share when it will be fixed. A fix will be announced in the change log.
I am closing this thread as the developers have enough data to find and fix the problem. Thank you everyone for the assistance. Watch the Scoutbook - Scoutbook Plus Change Log - Scouting Forums for an announcement of the fix.
