Is there any way to upload Order of the Arrow membership by the troop? or is best practice to have every scout enter that in their profile. Thanks in advance!
There is no import capability. You can either have an admin enter all of the data or have the Scouts do it themselves.

If you use the Feature Assistant Extension for Scoutbook, there is a way to:
Quick Entry → Enter OA Member Data
It’s not an import, but it might be a way to quickly enter the information.
