In order for the scout to be on the Send Messages list, they must both:
In addition, the scouters have to have at least some connection to the scout, even if it’s View Advancement/View Profile. That has to be set in Scoutbook, either directly in the Scout/Leader’s Connections or in the Connection Manager (which I find a lot more convenient for folks who aren’t already connected).
The SUAC folks can dig into the specifics with the BSA ID you provided, but I thought I’d mention this since it’s given me fits before for scouts in my unit.
