MBC can't enter requirements

Hi
MBC MID is 130883074, Scout MID is 130554858.
MBC sees Scout in her list. Scout parent sees MBC on Scout’s account. MBC not in Scout’s Troop. Having a “Duh” moment, and can’t figure out what to tell MBC so she can enter completed requirements.
