@DonnaSword if I recall right Council staff (like Registrar) can help recover username if needed.

When logging in, she has to click on the “Sign in with Google” button, and use her Google name and Google password.
Ask her to try logging in at my.Scouting, first.
I have worked those steps with her. She can log into scoutbook with user name and password but gets an error for my.scouting using her Google credentials. She had multiple attempts today so I asked her to wait until tomorrow in the event her ac point is locked If the system uses SSO, how do we get both systems to be synced with the same user name and password?
If all else fails, what steps for her to create a new user name and password?

She logged in earlier today as the Scout.
