Merit Badges showing up as completed / approved without MBC or Adv. Chair doing it

Does anyone else see this problem?

We are having Scouts with completed and approved Merit Badges in SB without the MBC or Adv. Chair doing it.

In one case, I had a Scout who filled in his MB requirements on his mobile SB and was able to approve it and it showed up in his profile banner as completed/approved - before I had reviewed the MB requirements with him to approve.

@JulieHelm - if you can post the member id and merit badges that you claim are scout approved that would be helpful. Additionally do these scouts have their own login or parents who are also registered leaders.
