He is using Apple login.
So does apple not recognize the password or something?
It doesn’t recognize his identity when he tries to login. But it does when he’s on his home WiFi sometimes.
@TabithaKappel first guess would for them to sign into my.scouting.org (if they can) > Go to my account > change to sign in with Scouting America Credentials instead of Apple. So if that resolves it. If so, then maybe set up apple again.
Is he typing his ID and PW in directly or using saved versions? Often people change their PW and forget to update the saved copy.

No, it won’t let him get past the part of putting in his phone or email. It says his identity can’t be verified so he doesn’t even get to the password piece.
Sounds like a cache or extension issue. Have him try an incognito window. This is an apple issue, not a Scoutbook issue as Apple provides that dialog and validation.
