Palm Awarded before Eagle BOR

I am not sure if this is actually a bug, or if it is user error by someone at Council. But I have a scout who has not yet completed his Eagle BOR (everything else is done for Eagle and he is awaiting the date of his BOR), but he was awarded a Bronze Palm in Scoutbook. It doesn’t seem like this should be possible.
I don’t recognize the name of the person who marked the Palm complete - it isn’t anyone in our troop.
It doesn’t seem like the system should allow this. Do I let it ride, or back it out and the re-award once the scout completes his BOR?

Kay Shaw at your Council entered it - you need to ask them why they did
