Parent cannot see scout and gets duplicate email warning from scoutbook

I have a cub scout that transferred from a different council to ours. The Scout shows up just fine in our Scoutbook roster and IA. However when the parent tries to log in to scoutbook they get an error message stating that another account is using the same email address and they cannot see their scout. They can log in to both my.scouting.org and scoubook, but cannot access anything useful.

The parent’s member ID is: 140161471
Their scout’s member ID is: 14289104

I contacted our Council registrar but they say they cannot do anything. (?)

@DavidHaughton This should be fixed. The BSA member ID number that the parent should be using is:
137360501.

The parent should log in with their my.scouting username – not their e-mail address.
