Parent is blocking emails - parent can't fix

I have a parent who has some how set their scoutbook account to no emails. I gave instructions on how to login to scoutbook and where to go to click the switch to enable emails. She says she has done it but it does not show on my end. Is it possible she has two accounts?
Parent account bsa id that I see is 140239529.
We had issues earlier with her account that was supposedly fixed. maybe this is fallout? Hoping you can assist. Thank you
