Parent not receiving emails from our troop but receives son's troop emails

I have a scout that transferred into our troop (BSA ID: 137117021). Mom is receiving emails from me through scoutbook but dad is not. Dad receives email for his son’s troop. Dad is on the list of bcc people if I include that but he does not receive the email. I tried unchecking the bcc and sending an email and it sent to just mom.
