Parent relationship not displaying in Scoutbook Plus

Hi, I have scout 135953131 with parent 135953132. For the scout, it says No Relationships. When I try to add the relationship, it says “A relationship with the target already exists”. This issue is preventing emails to be sent to the scout when we message everyone in the troop. Please advise. Thanks!
