Question on parent that can not attend meetings

My sons best friend would like to attend scouts but the potential scouts parents can not always attend the meetings. Would I be allowed to bring this child to the meetings with my son and I. Both kids would be Tigers. I can not seem to find an answer in the training so I may be missing it.
