The Registrar might be able to deactivate the user’s registration due to the expired YPT. I am not sure.
I cannot recharter as my COR or myself (Committee Chair) are able to update our roster. Any suggestions? I have talked to Council but no solutions.

Well, depends on who you talk to. The registrar should know and likely can enter a ticket.
