Renewal Notice Delegate Option Available?

From one of my DE’s:

I had a committee chair reach out to me with a rolling recharter question. “Can a non- key 3 troop adult be delegated to receive and handle scout renewal notices”? My first assumption is yes but I don’t know what role that would be. Would a new member coordinator be able to handle that and how can that person be named, trained, and then given that responsibility?
