Resetting a renewal for a scout with "The following members have existing orders" message

I am the committee chair for a troop and a scout in my troop (member ID 140206691) shows a message with “The following members have existing orders” when I try to renew the scout. I assume the parents started a renewal and stopped part way through, but they state that did not happen, and they can’t see any way to cancel the renewal. I can’t proceed from my end. Is there any way to reset the renewal so that I can renew the scout centrally?
