Scout and Parent with Duplicate Accounts

We have a scout and parent who came over from Kazakhstan that both have duplicate accounts. If possible, I’d like to get the scout squared away and then address the parent’s issue.

For the scout, he originally had BSA ID 134892817 from his time in Kazakhstan and after he first joined our troop. This ID contains the record of whatever he achieved up to Scout rank. After our recharter, he now has a different BSA ID (132147621) that shows his Tenderfoot rank and a few merit badges from Summer Camp.

Can we merge the two accounts?
