Scout "Counselor Approved" his own merit badge

I have a scout who appears to have been able to mark his own merit badge as “counselor approved”. I see a similar issue has been reported, but there is no indication if this is a known bug, or how to deal with it.

The scout in question is BSA ID 12611293 SB User ID 1989347. This is for Personal Management and the Counselor assigned to the scout is BSA ID 127406728

We have seen this before with no answer - let me send in this example.

is Odd bug - if the scout HAS an MBC - and IF the Scout marks the last item complete for MB this happens
