Scout in wrong council

I have a scout in my troop in scoutbook BSAID: 136919149 that in his profile has him in the neighboring council and not ours. He is currently listed in our troop but in Mecklenburg County Council and should be in the Central North Carolina Council. I can’t get access to edit his profile due to this.
