Scout Master Conference denial

Hi, I’m new here and tried to search if this had been asked before and couldn’t find it. So, forgive me if I’m asking a previously answered question.

Can a scout be denied a Scout Master Conference because they didn’t have all requirements completed? NOT a Board of Review, but a Scout Master Conference. Or maybe a better way to phrase this is, can a Scout Master demand this rule (all requirements checked off) even if it’s stated in two places in the Scouting Handbook that it is NOT required?

We lacked 3 requirements, plus the Scout Master Conference and the Board of Review - for a total of 5 missing requirements out of 37.
