Scout # suddenly in use by another account

I have a Scout who has been in my Pack for 4 years. No issues with Scoutbook the whole time. I went to approve requirements and a notice pops up that the Scout is not set up for advancement sync.

After much wrangling, I find out that somehow his scout number is now assigned to his mom’s Scoutbook account.

Of course, there’s no way for me to look up mom’s number as she’s not a volunteer. I couldn’t change her number if I tried, anyway. I’ve been to Council twice… I was told there was nothing on their end that should prevent the advancement sync.
