If a Scout does not show the Sync sign - First make sure they are listed by a key 3 at my.scouting.org > Roster - if not they are not registered. If they are listed there, USUALLY going to Scoutbook membership page for scout > clicking current membership and having an Admin UNapprove it then SAVE > then REapproving it solves it.
#2 Question you need to be much more specific on. If you do not see a Scout and you are Admin - they are probably not registered
