Council has always required a completed ESRA as well as a copy of the Internet Advancement record to give approval to conduct an Eagle Board of Review. I’d be happy to be mistaken about that.
@KennethRandell- check the guide to advancement on that as your council is wrong to require that report.
Perhaps I am missing something. 2025 Guide to Advancement section 8.0.3.0 paragraph 4 states:
A board of review must not occur until after the local council has verified the application.
Doesn’t say how this verification is done. Granted, council should have access to all of the records.
@KennethRandell- i know we have never submitted an internet advancement record with any of our eagle rank applications. Beyond that how would you have generated that report in scoutbook classic? Internet advancement was a scoutnet thing which has not been around for a while.
There’s a report available in the old Scoutbook - under reports, Choose A Report, there’s an option for ‘Scout BSA Individual Advancement Record’. That is what I would print out (create a .PDF) and send in with the completed ESRA.
In any case I will inquire at my council to see what is the current guidance. Thanks for your input.
Councils use the Eagle Validation tool in Registrar Tools to approve check that an Eagle Application is ready for a Board of Review. They do not need an Individual Advancement Record or Scouts BSA History Report. If you Council is still requesting this, I would ask the Chair of the Council Advancement Committee why they are requesting a report that is not required and not a requirement to be submitted.
@KennethRandell- the data that council sees are completed dates for rank and merit badges. They do not see underlying requirements
Go to the scout’s profile page in Scoutbook book, click run reports, and then Scouts BSA History Report.
Alternatively, the IAR is still in legacy scoutbook under the individual scout’s page.
I see the changes that were listed in the 10/01 changes to ScoutBook Plus supposedly fixes the #3 for Star/Life, but I see it’s still picking the wrong merit badges - it seems to prefer Eagle Required versus optional.
For example, I mark requirements as completed as of 06/01/2023, yet for the optional merit badges ScoutBook Plus picks badges that were started after this date. There’s got to be a way for us to select which merit badges go with which rank advancement.

You will see for ‘STAR’ that the merit badges picked as ‘optional’ are both started and completed after the STAR date of 06/01/2023. I would have thought it would have picked ‘optional’ merit badges that were awarded back in 2019 or 2021.
I see Star was approved today. Did you also mark it complete today after the change log post or was it previously marked complete and only approved today? Which two MBs do you see for the electives?
The MBs that are displayed do not really matter as long as the Scout had the correct number of MBs on the date of the Board of Review, which this Scout had.
I will pass this on to the developers for investigation.
So for mine (the original issue) the right badges show up now, but it’s somehow marked as completed/approved on 8/8/25, which still means I can’t put in the correct BoR date. Is this part of the same issue, or a separate one?
For all other requirements, I can specify a date and unapprove, but not for requirement 3.

Thanks to whoever did whatever with my scout. I was able to get Scoutbook updated before the CoH. Appreciate the community and all the positivity of volunteers working together to support kids.
