In the new unit renewal process, where does one submit the signed annual charter agreement?
@PaulStrasma - that is a council question
On a related note, the link on the Charter Organization Resources page (Chartered Organization Resources - Scouting Wire : Scouting Wire) to the Annual Charter agreement is broken for the English agreement and goes to a 2018 document for the En Español document.
The charter agreement template effective 3/1/24 can be found at Scouting Forms from the National Council | Boy Scouts of America.
Yes, I have brought this matter to the attention of my council registrar and field services team. Seems like a major oversight in the redesign of the unit renewal process.
@PaulStrasma - then that is all you can do. They can submit a ticket with national.
It was announced in a national renewal video that then charter agreement document is still paper. One may call it an oversight, while others may say out of scope.
Thanks for that confirmation. Which video are you referring to? I was unable to locate any reference to the annual charter agreement on Unit and Membership Renewal | Boy Scouts of America.
The video had been on that page. There is still an FAQ for the webinar. See page 5, just past halfway down.
Thank you, Matt and Stephen. For the benefit of others with the same question, see the relevant FAQs below.

Q: Is there a check box anywhere to track Charter Agreements? Or is it the Council’s
responsibility to track that?
A: Council needs to track it. -
Q: How are we handling Annual Charter Agreements?
A: The process has not changed. The paper form needs to be completed at least 90
days prior to the renewal date.
What surprised me going through the process for the first unit in my district was that our council registrar had previously instructed us to upload the signed annual charter agreement as part of the internet recharter submission. That document upload feature is no longer present.
Now that my council registrar and field services team are aware of this issue, they have instructed us to submit the signed annual charter agreement through the district executive.
This was not a national procedure. Nice way of going paperless, but that was not the national intent. Some also used this for JTE; also not per the design.
While some do this as part of the JTE process. It was originally intended to be a discussion between the district executive and the chartered organization at least 90 days before the charter expiration date.
Thanks, Benjamin. The original intent makes a lot of sense.
