Any idea when Scoutbook Plus will bring back the text messaging feature that was available in Scoutbook Legacy?

Maybe never. The texting capability uses cell provider email to text gateways. Many of the prominent providers have stopped this service.
Texting as you know, is/was a good way of communicating. We would use it to let families know the approximate arrival time after a campout.
For this to have any chance to return, no matter how infinitesimal, you could ask your council to enter a member care ticket for a feature request. To do this in the future, the system would need to use a real SMS gateway via an api. Those cost to use per use. So, it could be done, but Natilnal would have to be ok with the usage costs AND program the interface to connect to the providers API.
Yes - the SMS emails that almost all carriers have ended is a major hurdle - as they are using access to Texting as a revenue stream for the cell providers.
