Totin Chip Awarded?

I can’t tell if the Totin Chip has been awarded to my Scout # 130677653. He has a bit of a messy scout history so I can’t tell if thats the reason or if its a different reason. When I logged into Scoutbook plus to award him the Totin’ Chip it shows that it has not been started and gives me an error that says:

user award can not be created because userAward or userAwardRequirements already exist for the given userId, awardId - userId:2779750 -awardId: 110.

When I go to Scoutbook legacy, I can see the icon for the Totin’ Chip. I just want to award the scout with the work he put in this weekend. Any help would be appreciated. Thanks.

@JerradEly What do you mean by “messy scout history”?

@JerradEly Have you tried looking at the Scout’s Scouts BSA History Report?

I think at one point they had two or three member ids because parents would register in one place and then another because parents were separated.

It shows he was awarded the totin chip in 2019 in the report.

So I’m still not sure why it’s not showing up in internet advancement.
