Transfer scout with duplicate applications

I’m having an issue with a new Webelos transferring into our troop. He is listed twice, once as completed (APPLICATION ID 201166931) and once as pending acceptance (APPLICATION ID 201166937). Is there any way to reconcile the two accounts? I get an error when trying to accept the pending application. The last name is Newton. They do not show up in Scoutbook at all.

If the parents initiated the transfers, they can go back into the system and Withdraw the Pending one.
