Transferred Scout not showing in Recharter

My Scouting Tools Internet Recharter

Hi,
I have a scout who has transferred into our troop this last month. He shows in the roster in Internet Advancement, however is not showing in the list of scouts for recharter. If I try to add him as a new scout, it gives an error “Member should be from the same council as the organization”.
Any thoughts? Thanks

does the Scout show at my.scouting.org?

No, they are not showing there either.
