When I try to transfer scouts in my Pack I get a Bad Request error and it fails out.

The scouts are current, renewal is needed for some, but they are covered till the end of the year. I am the Cub master for 619 and should be able to transfer everyone. No one else has tried to transfer from 619 to 6202.
I can attach screenshots tomorrow if needed.
I get all the scouts selected, pick the new pack and click transfer, then I get the error message.
Neither parent can see their scout when trying to initiate transfer into new Pack in new Council. Mom thinks the scout was registered under her name. Can you confirm the scout’s parent connections? Previous Council has not responded yet to assist. Thanks!
Thanks. She did mention that she was able to log in. However, when attempting to initiate transfer, my.scouting does not list her son. It reads: “No members eligible for Transfer”
I had a suspicion that his membership had expired. Thank you for confirming.
What is the best option here? Register as new scout in TAC and then have accounts merged? Or is Mom able to reinstate member online somehow? I’m unfamiliar with situations like this.
