Two adults with the same name - looking for help

Summary of what happened:
I have two adults that are supposed to be on my roster. One of them has been on my roster for a few years, one of them is a transfer this year from another council. I submitted the paper application to council for the 2nd in September. Council registrar overwrote info for the first one and created a big mess. I have an email string that’s now 115 emails long with staff who has been unable to fix this, so I’m coming here to see if anyone can help or can point me in the right direction. We’re now coming to the point where one of them can’t renew their membership because they can’t login (to scoutbook or my.scouting).

Adult #1 (always been in my Pack) - used to have a BSA ID of 141184803. I think that’s expired because he couldn’t renew his YPT.
Youth 1+2 have BSA IDs 14475054 and 141440265

Adult #2 had a BSA ID of BSA ID 14666561 in a different Council.
Youth 3 has a BSA ID of 141145168

In Scoutbook in particular, When I look at adult connections, I see two different adults connected to the appropriate youth, sort of, except they all have the same address (but different email addresses).

Adult #1 was able to register Youth 2 (141440265) back in November, but now in Scoutbook, Youth #2 is linked to Adult #2 (Lion adult partner) as a family member in their profile.
