simple answer is it makes things work

But it doesn’t “keep”. I check them and click update. If I go back, it is still unchecked. Is it more of an action vs. setting?
Setting the I agree box enables the Update button for any changes that do not have an end date entered. If you don’t set the check box, the clicking Update when the End date is blank will bring up an error window.
