Why cant i send messages to these scouts?

we got some scouts that do not receive the calendar reminders. we would like to know why

@MohamedArafa what do you mean? do the Scouts themself not get an Email? do the Parents not get an email?

@MohamedArafa most of these scouts have no email and no Login Account - Parents can give one with this PDF Instruction -

140290016 and 140895214 have Log in Accounts - but have not logged into scoutbook.scouting.org (NOT the Scouting App) - that log in validates the email so messages can be sent
