Have the scouts logged into their Scoutbook accounts? That’s a required step for them to have email access and to appear in the recipient lists

If they have logged in to Scoutbook, then do they have my.scouting accounts of their own?

If they do not see it it probably means the Scout has an account or an email has been applied to the account. They can use this PDF to make a my.scouting.org account - once those credentials are made, that can be used to sign into the Scoutbook Platforms
