Youth with extension earned advancements not on Needs Purchasing report and not listed in Print Blue Cards

I have a youth (over 18) with an extension. Recently, I noticed that their advancements are not included on the Needs Purchasing Report, and their account is not listed under Scouts under Print Blue Cards. (I still have full functionality to enter advancements) Without the scout listed on Needs Purchasing, I cannot purchase their awards from the scout shop. I opened a ticket SSD-107002, and it was closed without any resolution. I think the ticket is open again, but still no feedback or resolution. (In IA2 the scouts is listed as an Adult, in my.scouting they are listed as Unit Participant)
