@JeannetteWild - I just had the same thing happen . . . two charters outstanding out of my three units . . . both (finally) showed the Generate Charter button after a week of not receiving them . . . I hit the button on one and then went to check the other, it was greyed out.
It seems like no one considered that a person might be a Key-3 in more than one unit . . . which is odd . . . because the COR, by definition, must be the same person if a Chartering Organization has more than one unit. (And in many organizations with multiple units, leadership in other positions is shared across units, too.)
This particular problem was totally avoidable. Very disappointing that the “business” of scouting is not better understood by the people leading the requirements definition of this development effort. This is not an edge case, but a core requirement.

Hmm . . . after about an hour, I went back into Recharter for my other unit and the button WAS available. I clicked it and we DID get the Charter for the other unit. (Funny, though, the button was ALSO available for the first unit that I did about an hour ago . . . . .however, I did not click it again.)
Right now, the button is greyed out on both of these units. But given I have just clicked in for both units int he past hour, that is expected.
Now, I just need my COR to log on later and sign the two charters . . . . .
If it needed by anyone, and for reference, the two units in question are:
- Scouts BSA Troop 0222 (Girl Troop) - This is the one I clicked/resent charter about an hour ago.
- Scouts BSA Troop 0383 (Boy Troop) - This is the one I clicked/resent charter just a few minutes ago.

I submitted our Recharter back in January.
I am the Key 3 Delegate.
I just found out this week that our COR’s wife changed her email. He does not use a computer.
So our recharter is locked.
I don’t see this button that our council office has said would resend the email.
I have since fixed his email in ScoutBook.

I so hope someone has an answer.

I do not see the button and the Committee Chair has also checked.
No button.
We see a boy with thumbs up.
Our COR changed his email and that has been corrected.
We would love to move on from this but it seems like it will never end.
