@Stephen_Hornak, thank you, can you tell me who has access to do that at my Troop, ie the Scoutmaster, Committee Chair? I just want to know who I need to ask to get it fixed?
This must be done by a Key 3 member, Scoutmaster, Committee Chair or Charter Org Rep. If someone has been designated a Key 3 Delegate, that person can also make changes in Organization Security Manager.

One more question, I am a Troop Administrator in ScoutBook (I have keys by my name), but we are still talking about changing functions in my.scouting.org to gain my access to IA 2.0? Thanks, I really appreciate you assistance.
Internet Advancement is only accessible to Key 3, Key 3 Delegates and the Unit Advancement Chair. Unit Admin in Scoutbook does not give access to Internet Advancement.
Also, if your unit is using Scoutbook, it does not need to use Internet Advancement. Both write to the same database.

I did find out that the delay in rechartering being updated was part of the problem.
