Since he has a BSA Member ID already it should have found him. Which BSA Member ID are we referring to since you posted a few? I’ll look it up in the DB.
When he went through the account creation process, did he get a pop-up that showed his name, etc. and a button to Retrieve Information? If not, then it did not match him to his BSA Member ID.

There is still an issue with his accounts. Stand by while I fix them.
He was able to login to Scoutbook but he says he isn’t connected to his son (name removed by moderator) yet
OK, I have it fixed. Have him log out then back in to Scoutbook. He did not previously have a BSA Member ID (MID) so it crated one when he created the my.scouting.org ID. When he logged in to Scoutbook it created a new account with that MID. I deleted the new account and added the MID to his existing account.

I see him connected to his son in the DB.
Tell him to click on My Dashboard → Administration
It could be the administration section was compressed.
